Ensuring Equal Rights: Driving Licenses for Persons with Hearing Impairment ​

In a significant move towards inclusivity, the Ministry of Road Transport and Highways (MoRTH), Government of India, has reaffirmed its commitment to ensuring equal mobility rights for persons with hearing impairment.

A recent directive calls out non-compliance with the Hon’ble Court Order dated 04 August 2025, which mandates the issuance of driving licenses to individuals with 100% hearing impairment.

The Ministry has issued advisories to all State and Union Territory authorities to:

  • Implement the provisions of the Motor Vehicles Act, 1988 and Central Motor Vehicles Rules, 1989.
  • Clear all pending hearing-impaired driving license applications promptly.
  • Align with updated guidelines recommended under CCPD Case No. 14029/1141/2023.

This is a crucial step toward ensuring that persons with disabilities are not denied their right to mobility and independence.
